Physical disc make it to the streets in third world countries and there's not much stopping them from selling bootlegs.
The gap is a hard game to fill when you are only selling 130k a month. Plus ultimately, it's software sales that matter and at this point, software sales on PS3 are terrible.

The Playstation 3 has a divided market due to the blu-Ray player and up until recently, full backward compatibility. The Xbox 360 came out at a time when there was zero competition from Next Generation competitors and it had no competitors for an entire year. The situation with Playstation 2 and Xbox 360 were very similar. The Playstation 2 was a crappy piece of hardware (Quality Control wise) but it had a fantastic selection of games. The Playstation 3 is a well made system with nothing to play. At least not at $60 a pop. I would rather have an Xbox 360, enjoy the hell out of it, have it break a year later and get a new one from Microsoft. Than to have a $600 system that has nothing good to play on it.
It's never too late for PS3. You might remember that during the end of the original Xbox, PS2 era, the Xbox started matching the PS2 in software sales. Even though it didn't have the same user base.
